(Assuming the ship in question is not also the carrier pushing the ace obviously). Similar with LTTs for flak - sometimes it's a good idea to hyper-focus that one squadron but it's very context dependent. If those two usages overlap, great! My only hesitation is the Hardcell also needs to play an active role in your fleet beyond just an insurance policy, where it's just too expensive.
